Mazda filed this with NHTSA as a service bulletin dated Aug 29, 2024, received Feb 1, 2024, about the electrical system — 2 documents under this number. It names 2 model years (2024). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. What the bulletin says
Source: NHTSA's summary of the manufacturer's communicationWhat it applies to, as the document itself states it — the build window in the manufacturer’s own words, read by machine from the PDF NHTSA serves. The build date is on the certification label in the driver’s door jamb; the dealer settles a borderline vehicle by its VIN.
Some vehicles may experience the opening sequence of the instrument cluster is not displayed after IG-ON. NOTE: Opening sequence of the instrument cluster refers to the display that occurs immediately after ignition is turned on. The vehicle model's logo is shown on the instrument cluster's LCD screen before transitioning to the speedometer display. The sequence also swings the analog meter needle to its maximum. This concern is caused by improper control software of the BCM. To eliminate this concern, the control software of the BCM control module has been modified. Customers having this concern should have their vehicle repaired using the following repair procedure. NOTE: CSSU regulation compliance: This Service Information provides the software modification and the software information according to United Nations Regulation on Cybersecurity (CS) and Software Updates (SU).

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported
Source: NHTSA complaint databaseOwners of the 2 model years this bulletin names have filed 46 complaints with NHTSA since 2015. 15 of them name Electrical System — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.
I was denied work on a network issue recall 3 separate times at the dealership I bought the car. The first time I was told it was because of a smell. If I clean the car, they will fix it. I noticed after they were in the car my backup camera didn’t work which I also thought might be a recall but found out it wasnt.

The vehicle intermittently fails to start when pressing the push-button start system. The start/stop button becomes unresponsive despite normal conditions (key present, brake engaged, no warning indicators preventing ignition).

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions
Source: NHTSA, 49 CFR 579.5Is Mazda 09-003-24 a recall?
No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.
Is the 09-003-24 repair free?
Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way. Every Mazda warranty extension on file lists the ones Mazda has filed.
Which vehicles does 09-003-24 cover?
The manufacturer filed it against 2 model years: 2024 Mazda CX-30, 2024 Mazda Mazda3. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone. The document itself sets the build window: 2024 CX-30 (Mexico built): built before 17 Nov 2023; 2024 Mazda3 (Japan built): built before 17 Nov 2023; 2024 Mazda3 (Mexico built): built before 17 Nov 2023 — the build date is on the certification label in the driver’s door jamb.
