This may be due to the heating, ventilation and air condition (HVAC) control module lower fastener making contact with the instrument panel frame directly behind the fastener. To correct the condition, remove the HVAC control module. Refer to Workshop Manual (WSM), Section 412-00 > General Information > Removal and Installation > Heating, Ventilation and Air Conditioning (HVAC) Control Module. Installing the lower fastener without the module will show where it is making contact with the instrument panel frame. If contact is present, use flock tape (Rotunda part number 164-R4903) to insulate the instrument panel frame from the end of the lower fastener. Reinstall the HVAC module. For claiming, use causal part 19980 and labor operations 19700D and 19700D16.
