BMW service campaign B641023

What it saysBoth the air freshener and the ionizer can be operated in the central information display ; however, neither of them function. NHTSA’s full summary ↓

BMW filed this with NHTSA as a service campaign dated May 6, 2024, received Dec 6, 2023, about the electrical system — 2 documents under this number. It names 2 model years (2023–2024). A service campaign is not a safety recall — there is no NHTSA campaign number and no federal requirement — but it is usually work the manufacturer pays for on the vehicles it names; the dealer checks the VIN against the manufacturer’s list.

What it applies to, as the document itself states it — the build window in the manufacturer’s own words, read by machine from the PDF NHTSA serves. The build date is on the certification label in the driver’s door jamb; the dealer settles a borderline vehicle by its VIN.

Both the air freshener and the ionizer can be operated in the central information display ; however, neither of them function.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported

Source: NHTSA complaint database

Owners of the 2 model years this bulletin names have filed 179 complaints with NHTSA since 2015. 33 of them name Electrical System — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.

6 weeks after purchasing the car, the 'check engine' light came on. The dealer evaluated the car (although it took nearly 2 weeks to simply diagnose the issue) and found that the 'high voltage battery control module' was bad and needed replacement. Then, I waited 2 more weeks for the part to be shipped from Germany.

2024 BMW X5 · Electrical System · filed with NHTSA Mar 19, 2024 · ODI 11578230

Drivetrain malfunction creating error message of critical failure on brake system and chassis. The first of 2 such issues so far in 4 months of ownership. Car is under original mfr warranty. Dealer charged $600 to fix. This is a PHEV and with the electrical system issues it prevents the car from functioning safely

2023 BMW X5 · Electrical System · filed with NHTSA Mar 17, 2026 · ODI 11724888

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions

Source: NHTSA, 49 CFR 579.5

Is BMW B641023 a recall?

No. A service campaign is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the B641023 repair free?

A service campaign is usually paid by the manufacturer on the vehicles it names, within the terms and time limit the document sets; the dealer checks the VIN against the manufacturer’s list.

Which vehicles does B641023 cover?

The manufacturer filed it against 2 model years: 2024 BMW X5, 2023 BMW X5. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone. The document itself sets the build window: built on or before 31 Dec 2023; not available in the above vehicles: built 1 Jan 2024 – Mar 2024; built on or after 1 Jan 2024 — the build date is on the certification label in the driver’s door jamb.
