Mazda bulletin 08-003-23

What it saysSome vehicles may exhibit that the air bag warning light turns on or repeats cycles of turning on and off with DTC B1126:13 and/or B1127:13 stored in memory. NHTSA’s full summary ↓

Mazda filed this with NHTSA as a service bulletin dated May 17, 2023, received Jun 4, 2023, about the air bags. It names 5 model years (2019–2023). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

What the bulletin says

Source: NHTSA's summary of the manufacturer's communication
2019-2023 Mazda3 (Japan built) before 1 Apr 2023 “Produced before Apr. 1, 2023”
2019-2023 Mazda3 (Mexico built) before 10 Feb 2023 “Produced before Feb. 10, 2023”

What it applies to, as the document itself states it — the build window in the manufacturer’s own words, read by machine from the PDF NHTSA serves. The build date is on the certification label in the driver’s door jamb; the dealer settles a borderline vehicle by its VIN.

Read by machine from the document NHTSA serves (15 pages), read Sep 30, 2026. A part number is shown only where it matches Mazda’s own catalogue shape, an operation only with its code and time, and a description only where the reader got it whole; anything it could not settle is left out, and the PDF is the record. Times are the manufacturer’s warranty allowances, not a quote. Listings and prices on eBay Motors are the seller’s.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported

Source: NHTSA complaint database

Owners of the 5 model years this bulletin names have filed 194 complaints with NHTSA since 2015. 14 of them name Air Bags — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.

I recently received a warning on the dashboard that there is an airbag malfunction and needs to be taken in to get serviced. The warning continues to appear. This appears similar to a recent recall of 2024-2025 Mazda 3s and CX-30s, but there does not appear to be a recall issued for 2022 Mazda 3 models.

2022 Mazda Mazda3 · Air Bags · filed with NHTSA Jul 22, 2025

The vehicle was badly rear ended and the airbags didn't deploy. The dashboard indicated an "airbag malfunction" after the collision happened. The failure of the airbags put myself and my passengers at serious risk; if we weren't wearing our seatbelts, which we were, we would have been gravely injured.

2021 Mazda Mazda3 · Air Bags · filed with NHTSA Jun 11, 2022

Suddenly there was a error saying airbag system has malfunctioned in the middle of my commute. And it has been reoccurring. And I haven't heard a peep from the dealer

2019 Mazda Mazda3 · Air Bags · filed with NHTSA Jul 12, 2019

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions

Source: NHTSA, 49 CFR 579.5

Is Mazda 08-003-23 a recall?

No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the 08-003-23 repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way.

Which vehicles does 08-003-23 cover?

The manufacturer filed it against 5 model years: 2023 Mazda Mazda3, 2022 Mazda Mazda3, 2021 Mazda Mazda3, 2020 Mazda Mazda3, 2019 Mazda Mazda3. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone. The document itself sets the build window: 2019-2023 Mazda3 (Japan built): built before 1 Apr 2023; 2019-2023 Mazda3 (Mexico built): built before 10 Feb 2023 — the build date is on the certification label in the driver’s door jamb.
