Mazda bulletin 00-001-23

What it saysIn support of the new Mazda MX-5 and CX-3, Mazda will make available for loan on an “as-needed” basis, a Special Service Tool (SST) to allow for the radar aiming of the blind spot monitoring (BSM) system. NHTSA’s full summary ↓

Mazda filed this with NHTSA as a service bulletin dated Jul 19, 2023, received Aug 3, 2023, about the visibility/wiper. It names 7 model years (2016–2023). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

In support of the new Mazda MX-5 and CX-3, Mazda will make available for loan on an “as-needed” basis, a Special Service Tool (SST) to allow for the radar aiming of the blind spot monitoring (BSM) system. Read by machine from the document NHTSA serves (3 pages), read Sep 30, 2026. A part number is shown only where it matches Mazda’s own catalogue shape, an operation only with its code and time, and a description only where the reader got it whole; anything it could not settle is left out, and the PDF is the record. Times are the manufacturer’s warranty allowances, not a quote. Listings and prices on eBay Motors are the seller’s.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported

Source: NHTSA complaint database

Owners of the 7 model years this bulletin names have filed 118 complaints with NHTSA since 2015. 34 of them name Electrical System, Visibility/Wiper — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.

While driving home around 35 MPH on a straight road with no cars, no bumps in the asphalt, and no trees, my sunroof suddenly shattered. I took the car to the dealer this morning after researching on the internet and finding results of class action lawsuits from kia and nissan based on the same problem, as well as Mazda forums with…

2016 Mazda CX-3 · Visibility/Wiper · filed with NHTSA Jan 24, 2019

I have had this happen multiple times. I try to turn off the car and it will not shut off. It makes noises and beeps, but you can do nothing to turn off the car. This makes the battery die. The first time I freaked out and called Mazda headquarters. They got a tow truck sent to me and my car was taken to Brown's Mazda in Fairfax.

2017 Mazda CX-3 · Electrical System · filed with NHTSA Nov 4, 2021

The contact owns a 2018 Mazda Cx-3. The contact stated while driving 52 MPH, the blind spot detection warning indicator was not working. The contact stated that the vehicle was taken to olympia Mazda (2201 carriage southwest olympia, wa 98502) where the failure was diagnosed as a blind spot monitoring system failure.

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions

Source: NHTSA, 49 CFR 579.5

Is Mazda 00-001-23 a recall?

No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the 00-001-23 repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way.

Which vehicles does 00-001-23 cover?

The manufacturer filed it against 7 model years: 2021 Mazda CX-3, 2020 Mazda CX-3, 2019 Mazda CX-3, 2018 Mazda CX-3, 2017 Mazda CX-3, 2016 Mazda CX-3 and more. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
