Lincoln bulletin TSB 23-2366

What it saysThis article supersedes 22-2475 to update the Issue Statement and Service Procedure. NHTSA’s full summary ↓

Lincoln filed this with NHTSA as a service bulletin dated Nov 23, 2023, received Dec 5, 2023, about the steering. It names 4 model years (2018–2021). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

What the bulletin says

This article supersedes 22-2475 to update the Issue Statement and Service Procedure. Some 2018-2021 Navigator vehicles may exhibit a grinding, growling, or clicking noise or inoperative power steering column during telescoping/raking operation. This may be due to a body control module B (BCMB) software issue. To correct the condition, follow the Service Procedure to reprogram the BCMB module and replace the steering column telescope or rake actuators.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported

Source: NHTSA complaint database

Owners of the 4 model years this bulletin names have filed 198 complaints with NHTSA since 2015. 75 of them name Power Train, Steering — the same broad component group this bulletin is filed under. NHTSA groups complaints coarsely, so that means the same area of the vehicle, not necessarily the same fault.

A grinding noise was noticed during the driver memory function or when manually adjusting the power tilt or telescoping steering column. I took the car to Ford for service and was very surprised to hear that the entire steering column needs to be replaced at the cost of $1700.00. This defect is ONLY covered under the limited warranty.

2021 Lincoln Navigator · Steering · filed with NHTSA Jun 11, 2024

The contact owns a 2018 Lincoln Navigator. The contact stated that while operating the vehicle, there was a clunking noise coming from the steering column while turning the steering wheel in either direction. The vehicle was taken to the local dealer who diagnosed that the steering rack was faulty and needed to be replaced.

2018 Lincoln Navigator · Steering · filed with NHTSA Aug 23, 2024

While driving, the vehicle repeatedly hesitated during gear changes, lost power, and then abruptly jerked back into gear. This occurred intermittently for over a month without any warning messages, creating unpredictable and unsafe driving conditions. As the issue worsened, the vehicle began losing power more frequently.

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions

Source: NHTSA, 49 CFR 579.5

Is Lincoln TSB 23-2366 a recall?

No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the TSB 23-2366 repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way.

Which vehicles does TSB 23-2366 cover?

The manufacturer filed it against 4 model years: 2021 Lincoln Navigator, 2020 Lincoln Navigator, 2019 Lincoln Navigator, 2018 Lincoln Navigator. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
