Ford bulletin TSB 23-2320

What it saysThis article supersedes 22-2492 to update the vehicle model years affected. NHTSA’s full summary ↓

Ford filed this with NHTSA as a service bulletin dated Oct 9, 2023, received Nov 3, 2023, about the equipment. It names 4 model years across Ford and Lincoln (2022–2023). A service bulletin is not a safety recall: it is the manufacturer telling its dealers how to diagnose or repair a condition, and whether the work is paid for depends on the warranty in force. Quoting the number at a service desk can save a diagnosis.

What the bulletin says

Source: NHTSA's summary of the manufacturer's communication

This article supersedes 22-2492 to update the vehicle model years affected. Some 2022-2023 Expedition/Navigator vehicles may experience Android Auto/Apple CarPlay connectivity concerns, or center display screen inoperative, frozen or blank. Navigator vehicles with power running boards may randomly not remember the enable/disable setting after a key cycle. This may be due to the software in the SYNC module (APIM). To correct the condition, follow the Service Procedure to reprogram the APIM. The APIM software update that addresses the symptom listed in this article may have been delivered over-the-air (OTA) via Ford Power-Up software updates to connected vehicles that have automatic updates enabled through the center display screen. Enter the vehicle identification number (VIN) in Professional Technician System (PTS) and check the OTA Dashboard under the Connected Vehicle tab for OTA update history. If an update to the APIM has been successfully completed recently and the customer is reporting the symptoms are no longer present, this article may not apply.

The summary is NHTSA’s abstract of the document, as filed under 49 CFR 579.5. One communication is usually filed as several documents — the bulletin, a dealer notice, an owner letter — and the number on any of them finds this page. A PDF link is shown only once NHTSA’s own server has been seen to serve that document; the rest are checked over the following nights. Quote the number at a service desk; it is what the dealer’s system is keyed on.

What owners reported

Owners of the 4 model years this bulletin names have filed 206 complaints with NHTSA since 2015.

Bought car new last year. Current 15,000 miles. On Saturday, September 2, I turned the ignition off and then opened the drivers door. Suddenly there was a horrendous loud static noise coming from I assume the radio speakers. It was deafening, and lasted about 3 seconds.

A complaint is one owner’s account, not a defect finding, and a bulletin is not a recall. Nothing here says this bulletin was issued because of these complaints, or that the repair it describes fixed them. Complaint files on this site begin in 2015.

Common questions

Source: NHTSA, 49 CFR 579.5

Is Ford TSB 23-2320 a recall?

No. A service bulletin is a manufacturer communication filed with NHTSA under 49 CFR 579.5; a safety recall carries an NHTSA campaign number (two digits, a letter, six digits) and a federal duty to repair for free. Check the vehicle’s recalls by VIN at nhtsa.gov/recalls, or on its page here.

Is the TSB 23-2320 repair free?

Not automatically. A service bulletin describes how to diagnose or repair a condition; who pays depends on the warranty in force, any extension, and the dealer. Quoting the number can save a diagnosis either way.

Which vehicles does TSB 23-2320 cover?

The manufacturer filed it against 4 model years across 2 brands (Ford and Lincoln): 2023 Ford Expedition, 2022 Ford Expedition, 2023 Lincoln Navigator, 2022 Lincoln Navigator. Whether one particular vehicle is affected is a matter of its VIN and its build, not its model year alone.
